Union contractors and carpenters with the New York City District Council of Carpenters have completed Phase 1 of the MTA’s $590 million Park Avenue Viaduct modernization — finishing 4 years ahead of schedule and $93 million under budget.
Led by Halmar International, the project replaced 8,240 feet of track and 128 bridge spans while keeping Metro-North trains running — a powerful demonstration of union efficiency, precision, and craftsmanship.
The 132-year-old viaduct, a vital connection for the Harlem, Hudson, and New Haven lines, continues to benefit from the expertise and dedication of NYC’s union carpentry workforce. With Phase 1 complete, work is now advancing from East 127th to 132nd Streets to further strengthen and modernize this critical piece of New York’s transit infrastructure.
